You don't need 1a unless you intend to develop scenery for Flight Simulator X. This is the official line:
"Service Pack 1A is a package for scenery developers only. You will NOT need Service Pack 1A unless you intend to develop scenery for Flight Simulator X. "
The best method is to completely uninstall FSX, delete all folders it may have left behind, reinstall it, then install Service Pack 1.
